Construction Time Tracker

I am looking for a freelancer to build a time tracker that is tailored for construction of premium residential projects.
The time tracker should have the feature of real-time tracking to keep an accurate measure of hours worked while on the job. Further, people can edit hours worked in 10 minute slots.
I need the time tracker to generate a web-based dashboard, which will allow me to analyze and review the data recorded by the time tracker. The right freelancer should have experience in designing and developing time tracking solutions, and be able to provide helpful insights in achieving the outcomes I am looking for.
Must be able to work on London GMT time for meetings and progress updates.
Proven experience necessary.
Fluent in English (written and verbal) also necessary.
