Configure XERO to accept quotations from web form and generate invoices that accept payment (no codding)

I have a XERO account. I need to set up a quotation and invoice process which will achieve the following:
1. User completes a quotation form (XERO form but preferably third-party form like Ninja, Gravity, Formidable etc)
2. Admin reviews the form content and converts it into an invoice. Admin sends invoice to user
3. User has the option to pay directly from the invoice
