Comprehensive Multiplatform Appointment Booking System in Codeigntier 3.x

I'm in need of a proficient developer to create a generic appointment booking system in Codeigniter 3.x. This system will primarily be used for:
- Scheduling appointments
- Managing customer information
- Sending reminders to clients
The design must be 100% Responsive.
The following features are key to the development of this system:
1. Calendar Integration:
- Multi location and staff management: Manage appointments for multiple locations and staff members within the same system.
- Manual entry at the reception desk.
- Appointment types and durations: Define different appointment types (consultations, follow-ups, wedding makeup, diagnostics, etc) with dedicated durations to avoid scheduling conflicts.
- Availability management: Set staff availability based on working hours, breaks, and vacations to prevent double-booking.
- Recurring appointments: Schedule recurring appointments for pre-planned repeated visits.
- Blockout periods: Block out specific dates or times for holidays, training, or other commitments.
- Color-coding: Use color-coding for different appointment types, staff members, or urgency levels for easy visualization.
- Admin should be able to decide if staff selection needs to be done or not.
- Visitor should be able to see the calendar for
a) Service level (For example, a salon takes booking for a service)
b) Staff level (For example, multispecialty hospital takes booking for a doctor)

- Secure payment gateway integration: Integrate with RazorPay.
- Automated invoicing and receipts: Generate and send invoices and receipts automatically after appointments.
- Partial payments and cancellation fees: Configure options for partial payments and automatic cancellation fees to manage cash flow effectively.
- HIPAA compliance: Ensure all payment processes are HIPAA-compliant to protect the data privacy of person making the booking.
3. Waiting List Management:
- Automatic waitlist addition: Add patients to the waitlist automatically when desired appointment slots are unavailable.
- Waitlist prioritization: Set rules for waitlist prioritization based on appointment type, urgency, or patient history.
