Complete software redevelopment from onsite to cloud

I am looking for a skilled software developer to complete a redevelopment of my current software. The software is over 30 years old and was developed using Clarion programming language and the primary function is job costing and inventory management. We have over 700 users currently running on our software, and all of them needs to be moved over to the cloud software.

For the cloud-based version, I am looking for the following desired features:
- Scalability to accommodate future growth
- Data security to ensure sensitive information is protected
- Real-time collaboration for efficient teamwork
- Real-time chats for clients to receive support from our staff.
- Automatic backups needs to run on the different data sets as specified by clients.
- Needs online and offline capabilities, as power and internet connection is not always available.
