CodeIgnitor based classified ads website

I have a blog facility within CodeIgnitor currently and my aim is to have someone adapt the Post Blog Article to allow site members to create and manage classified adverts, I have custom mock-ups for the front end and classified ad appearance and layout but need someone to create the classified ad facility in the back end, to include PayPal and Stripe for one off payments and subscriptions, the creation of these subscription plans as well as configure the payment gateway to be able to be tested within a sandbox environment and also live
