CodeIgniter WhatsApp API Integration

I need a new CodeIgniter project (version 3.1.11) to connect with the WhatsApp API. This project will serve as the server API for our existing system.

Requirements:
- New Controller and/or Model as needed
- Basic View for testing purposes

Functionalities:
- Send messages
- Send document/photo attachments
- Send text/photo/video ads
- Send to specific numbers or bulk numbers from an SQL database

Ideal Skills and Experience:
- Proficiency in CodeIgniter
- Experience with WhatsApp API
- Familiarity with SQL databases
- Ability to create RESTful APIs
