Code a web page that will Generate PDF documents

I am looking for a person that will code a page that will generate Certificates as follows:

1) The client goes to a dedicated website creates an account there, giving his name and email address. Admin can register other admin accounts as well.
2) After the registration the customer is moved to the tabs depending on what he expects
a) A certificate of attendance - is generated for the customer in pdf format after completing data and acceptance by admin
b) Training referral - is generated as a pdf file after filling in the data and approval
by admin
c) Certificate of completion of the course QUALIFICATIONS
- After filling in the data by the student, it is generated on the platform
( Admin ) to print without the stamps printout with data -
certificate with govermrnt number, date and place of birth, name and surname, registry number
registry (currently we write such certificates by hand)
- customer also fills in the address of parcel machine, phone number and email - automatic
integration of shipping address with inPost.pl
- after acceptance of correct data by us

currently we scan all certificates manually before sending
In this certificate the trainee must also enter the start and end date of the
