Code for sharing video to multiple contacts

I am looking for a freelancer to send bulk videos and images to over 500 recipients in contact list.I already have the videos on hand and am ready to share with the freelancer. The freelancer should be able to extract data from an excel sheet and use it to send messages The freelancer must have complete understanding of the WhatsApp API framework, and should independently develop and set up the system in accordance with our requirements.
