Clicable button with limited user role access and pop up message ..

Hello everyone, I have a wp site and in most posts I would need a button that everyone can see but I can only click the user roll that I allow - and others to pop up messages with certain text content - I would like to edit everything from the admin panel in the section when I'm composing a new post .... thanks in advance for the offers
