Check is emails in a CSV is valid via SMTP response. Create smaller CSV from one large CSV file.

I need someone to create a script that can run via linux terminal/console. It can be PHP even.
Script 1:
1: The script needs to open an excel/CSV file, check each email to see if it's valid via SMTP.
2: If the email is invalid, it will delete the invalid email from the list.

1: Open a large CSV/excel file, create a new file(s), copy over the header, and copy 1900 rows/records and save the file.
