I'm looking for a skilled php programmer with javascript and jQuery and html and web design and development skills who's capable of making an anonymous chat room for Christians to get the help they need from ministers.

I'm trying to make a site very similar to jesuscares.com. I also need to know the estimated time it will take you to complete the project.
I must warn you that I am currently very low on funds, so I'm looking for something affordable. Knowledge of HTML 5 and Javascript apis is probably helpful in creating a good web application that will be compatible on multiple devices and display properly on each one according to different css stylesheets for different devices. I'm looking for responsive design.
I will most likely also hire someone else to do a quality control check on this application and the code. The code must be clearly commented and with variables that are clearly defined without ambiguity. And you must provide a diagram that shows how the different files interact with each other. For example, input.html might need mail script.php to process. This type of basic explanation would help us to understand how the application works. Whether it's using server side or client side code to make certain functions work.
We want an application with code that can be easily modified if needed in the future.
I can only afford to pay very little on this project right now. No promises, but if I get more money. There is a small possibility of a bonus being paid in the future.
To be honest with you, this project will give you more honor than money.
