Change the look and feel of a codeignitor dashboard/backend.

I am looking for a freelancer that is very familiar with CodeIgnitor. I have source code of a backend/dashboard that will be connected via API to a flutter project. The source code however is incomplete and needs changes and additions meaning API has to be created and or updated. I also want to change the look of the dashboard/backend, keep it mobile friendly.

I have created the scope of this project as best as I could in a .pdf file for any freelancer that is interested.
