Change image slider images from user panel

Hi!
I use this script for image slider on my site.

It is working fine.
I also have a login script that is working. I want the added users to upload their images, and
they can change their images of the above slider.
They can upload up to 12 images and only pick 1 or 2 images that can be displayed in the slider.
each user added can display only 2 images.
But I need to have the option to override this option, example to 3-4 images. from an admin panel
I need to see how many times images have been changed if possible
It needed sql database
