Change WooCommerce to allow a parent to make a purchase for multiple children

Our business sells in-person courses for children although the parents are making the purchasers on their behalf.
Although the parent has an account and is making the purchase, we need a profile for each child to keep track of their details and the courses the parents have purchased on their behalf and that they have attended.
In the near future, we would like to build an online learning management system for the children that the parents can monitor. This is not needed for this project although should be kept in mind for future development opportunities.
