Car Reg to Keyring Design Website

I'm looking for a web developer who can create a website that designs a number plate keyring based on a car registration. Key features of the website should include:
- Design Options: The keyring will be based on standard number plates but will also include graphic designs (logos, icons). Therefore, previous experience with graphic design and an understanding of number plate aesthetics would be beneficial.
- Preview Function: After entering a car registration number, users should be able to preview the keyring design.
- User Accounts: The site will need to support user account creation and login.
- Payment Gateway: The website must have a secure payment gateway for transactions.
Please note, the keyring design does not require customization in terms of colors and fonts. The focus is on standard plates and graphical designs. Experience with e-commerce website development and user interface design is a plus.
