Car Parking Website

I am looking for a website, where user can come and scan a qr code through the camera. Then it will find a nearest parking space, then it will navigate the user to the parking space (similar to google map does for navigation), once the user (car) reaches their, that particular space should be marked unavailable.

Ideal skills and experience for this job include:
