Call Flow Creator Application

We need a tool developed to allow us to design call flows for a phone system.
It needs to have icons to match phone system functionality.
The icons need to be able to be dragged and dropped onto a workspace.
Connections need to be able to be made between the various steps of the call flow.
The call flow needs to be able to be saved for future editing and exported to PDF.
Each Icon is to represent a phone system function and require a minimum level of information on the call flow, but also generate a web form to enable capture of the full information required for PBX programming.
We have previously tried tools like lucid chart but find them very tedious.
Some phone systems have inbuilt call flow creators like 3CX.
The program needs to be workable with a touchscreen and mouse so we can use on any device
it needs to be embedded into a wordpress website for access anywhere.
