CSS adjustment in mobile

I have a website written in Codeigniter where I need CSS adjusted in mobile. It has a bottom / top ad with phone number, I want the phone to show in full mobile width, with text showing below it. Currently the elements are all together with the phone taking just a part of the mobile screen.
