CAU WordPress website -- 2

Previously hired freelancer unfortunately defrauded me. I need to update this website on a regular basis, this is why I choose WordPress. The website will contain one page of downloadable forms. All forms (about six) should be able to fill in online as well. I want to capture emails of visitors in order to build a mailing list. Website should incorporate PayPal payment for certain services. There is a database that has to be available to registered users (search only). There is a form that can be filled by the same registered users to feed the said database. Website requires one slider at the top; social media feed for Twitter and Facebook on the right. Menu bar at the top of the slider. One advertising space below the slider. six blocks with "Read more" underneath the advert. The usual shortcuts and copyright information at the bottom. I need the skeleton work, I can feed in the rest. And I need the developer to link it all up for me: domain and hosting, passwords etc. Please provide your best offer.
