CAAS Software Development for Maritime Insurance

I'm looking to build a Compliance As A Service (CAAS) software business to help the London insurance market, where I am currently a head of a financial crime department, comply effectively with all legal requirements when providing maritime insurance for shipments around the world. I am looking for someone to help me build a system that will extract all necessary information from a cargo manifest (HS codes, shippers) and then screen these against relevant lists (e.g. OFSI consolidated asset freeze list, SDN lists, country specific sanction regimes) to ensure complete compliance. A lot of the work will involve offering clients a more bespoke HS code screening service and will entail a lot of work in mapping the UK targeted sanction regimes where HS codes are restricted.
