Bulk mail server

My company need to send a data that is constantly changing between 100,000 / 1,000,000 daily without falling into SPAM. There is a software called MailWizz on Codecanyon. With this or similar ready-made software, We need a system where We can send constantly renewed data without any SPAM problems. In other words, We are not looking for someone to have the software for it, but for someone who will deliver a ready-made system to us using software that is already available in the market.
Daily mailing will be around 10,000 minimum. There is no upper limit, We want to be able to upgrade the server features and increase the capacity as we need to send more mail.
SPAM rate should not exceed 5%.
The software to be used must have a customer and admin panel. The customer should be able to use his own private domain. (available on MailWizz)
Server will be taken by us , if rotating Proxy is required we can discuss it. Here We are waiting for your suggestion.
We are open to other suggestions.
