Bulk SMS sender to Mobile Numbers

I'm looking to hire a freelancer who can help in sending bulk SMS to mobile numbers. I have a database of contacts and a message template ready. I also have specific timings in mind for sending out the messages. I require assistance in setting up a system that can efficiently and securely send out the SMS and help me keep track of the messages sent. Additionally, I would also like to be able to have reliable metrics on when the messages were sent, who they were sent to, and if receipts were sent for each text.
