Building an online ARABIC dictionary website

I need a programmer to build a glossary site in WordPress and if the possibility is difficult, it is possible in any code language that use mysql

the site is in arabic and the words is arabic please note that words have diacritics

It is important to build code so that it reads the attached Word file
The complete file contains 2763 pages and includes 33046 words
For any inquiries, I am ready

1- Search by alphabet

2 Allow to search without diacritics
Skip the signs, periods, and commas before and after the search word. Example:
pronunciation.
نطق.
or
اِئْتِزارٌ
will search for
ائتزار
He should be looking for a pronunciation without the dot


3- Autocomplete - the search shows the completion of the word Example:
