Building A Machine Learning Based ECommerce Platform With Fashion Recommendations System

I am looking to develop an ecommerce website that provides you fashion recommendation and gives you measurement with a picture. I have found an application that allows API integration for measurement and an open source code for the fashion recommendation part on github. Since I do not have a clear knowledge on the engineering side of coding, I am looking for someone who can do this integration on a budget.Basically we need to build an e commerce platform that has ML models in it. I found the ML models online as well.
