Building Drivers Management System - at Zoho Creator platform

I want to create a driver's management system using the ZOHO platform. (If you are not familiar with the Zoho platform please DON'T BID)
Project & workflow brief:
A white-labeled platform (web & mobile app-based), to begin with, Zoho forms are connected to a web platform where all filled forms are received. Super admin/team members have access to the web portal where they create a request by entering custom fields (based on info received in forms) and sending it to a specific group of drivers registered in the portal as users accessing through the mobile app. The mobile app side portal can be accessed by users/drivers. Mobile app side UI's should be open lobby type where requests sent by super admin are displayed for drivers and can be accepted by the user or shared to another registered user of the portal. Post acceptance of the request, the driver's selected details are auto forwarded to the client. Post job completion the ticket will be closed by a super admin/team member only. All notifications will be auto.
Users:
1) Superadmin/team members- Full access
2) Drivers - (access through Mobile app only) - See/accept/forward requests
3) Customers - (mobile app/web portal) - Fill Zoho form, view placed/accepted/completed requests
The Zoho licenses required to develop the above-mentioned project shall be purchased by our end.
