Build a website with Cms

We are looking the web developer to maintain and redesign current website. The portal system also has a web-based Content Management System (CMS) to post such as articles with pictures, videos, view information and generate reports.
We also need someone to maintain the server. To make sure the uptime website including optimization. Prepare Preventive Maintenance (PM) and Corrective Maintenance (CM) report for 2 time. Below are the details:
Portal Website and CMS:
• Redesigns include new/current functionality.
• Improving & rework web and add additional functionality.
• Create webpage based on Figma design.
• Responsive website for pc, laptop, tablet, and smartphone.
• Make website well-functioning.
• Provide in 2 languages: Bahasa Malaysia & English.
• Reporting.
• Make user friendly website.
Portal/server maintenance (with reporting):
• Update to latest PHP version 7
• Update yii2 version
• Update to latest bootstrap (current 3.37)
• Microsoft IIS
• Automatic backup and scheduler windows server 2016
• Update windows server 2016
• Optimize the website loading with below than 5 second.
• Conduct a checkup on the entire software and the involved portal applications such as diagnostic work, fine tuning, bug fixing, disc layout checking, data cleaning & housekeeping, disc space utilisation, event log file and others related.
