Build a website in Joomla/Wordpress

Require website to be build in Joomla/Wordpress platform. Need to be fully customizable and easy to edit, add new content etc. Shall be build as per reference websites provided. Developer will use content randomly for developing but format shall be same as per reference site. Data will be added later when available.
User login and Password will be provided for CMS only. Website will able to download pdf files wherever required. Example template are as below
