Build me a website

Need someone to Build me a news and blog posts website. I don't want to be done with WP! It needs to be done using a normal programming language so please when you post an offer type what kind of stack you know. It needs to have an admin panel, where I can post a new news article, add pictures and do everything needed to run the website. Also, I will need the website to be made live. I have a hosting account ready and waiting.
