Build a web/desktop program and mobile app

I have a consultancy business for work health and safety. I need to create a program that I can use to manage all my clients with.
I need to be able to create inspection forms, upload documents onto a dashboard/portal that they can view key statistics with. A spreadsheet that can be accessed in the program that can display data that can show when insurances are going out of date or when next maintenance is required.
Needs to work with XERO for out accounts to be able to run through and bill the clients as needed.
There is a lot more that needs to go into it but look forward to working on it together.
