Build a web based weather logger

We need a web page and databae built that will integrate with an existing weather device to log incoming strings from the device into a database and then allow the user to login and view that information and filter by time, date, high and low value as well as see the information over time in an easy to view graph. See attached document for string information that the device sends out. This application should be able to create multiple instances for multiple devices to be added and viewed by either separate logins or joined together to be viewed as 1 login.
