Build a vehicle registration and lost web application

I need an application that would that would keep records of vehicles information, Customers would pay to register their vehicles, customers would pay to search the database. API would be available to third parties from the database. Customer would have a choice of entering the tracker details when registering the vehicles. Customers would be able to track vehicle using the application., and few features.
