Build a ticketing/request system

Web-based ticketing and requests management system with a back-end database system such MS Access. The system should be able to have administrators and users who can log in it remotely from anywhere inside our LAN using HTTPS. users can enter details about a problem or a request in English or Arabic. Details should be entered such as problem/request short description date and time type of incident/request, location, IP address of the device, notes, etc. The ticket should be handled by a special person who can look into them and assign another employee to follow up and solve of executing the request if the issue has been solved or the request is fulfilled the special person will get a notification and close the ticket of request.
Reports about the number of tickets/requests should be generated weekly monthly yearly. Reports of top users and their requests/problems they are following.
