Build a secure website

This is an academic project. Aim is to build a secure website that is resistant from common hacking techniques like SQL injection, Phishing etc. The website must contain E-commerce content (like amazon) with user registration and signing options.
Proposals are welcomed.
Languages to be used: PHP, JavaScript, Perl etc.(preferable PHP & Java Script)
