Build me a recruitment site

Recruitment website required that would allow candidates to choose from a number of different templates presenting their CV also employer login is required to advertise posts.

The site should be in two languages Arabic and English

Currently the site is for free and no need for e-commerce however site should be designed in such a way that e-commerce functionality can be added on later

php/laravel is the preferred language no wordpress
