Build a portal in my website to access phone services

I want to build a webpage with a submit form where users can enter their phone numbers. When the server receives the phone number it should add some prefix and dial (eg: user input:0123456. Server action to dial :1500123456.
If user 1 is using the service, user 2 will get a dialog with queue wiating.
Please bid only if you know what I need.
