Build a online upload website

Im looking for someone who can build a system that will do the following.
1. A user profile for uploading movie data information in separate folders. That connects it to Google folders for back up.
Example : when someone uploads files into a folder on the website. The files are then added to a shared drive folder with the same folder name.
2. Uplia6d movies that are up to 100 tb in size
3. Login and password control for each movie profile. Username login interface along with Profile
4. Each account will have to complete two forms that will go into a excel spread sheet and also creates a pdf file to be printable
