Build mobile friendly website for Twilio Super SIM API interface with PHP

I need a developer to interface a mobile app style website to the Twilio Super SIM API so my users can send pre-determined SMS commands to a mobile relay board which controls an agricultural pump inverter. I envisage 3 buttons on the interface for "Pump Start", "Pump Stop" and "device status". These web buttons would access the Twilio API and send SMS commands to a designated SIM card ICCID. I would also need a back end to enrol users with email and password, a password reset feature for end users for when they forget their password. Finally some basic metrics or reporting so I can see user usage.
