Build me a mobile application

A single food ordering mobile application that have 2 types of users. Admin can add data to the database and manage the data. User can order the food and choose whether to pickup or delivery. Basic function such as signup, login, and forgot password is needed. This mobile application must build in dart programming language and link to php files in databases. Free database such as 000 webhost.
