Build a lease Management module in PHP

Lease management module should be able to do following:

Masters for Landlords, Tenants and Properties
Lease master should be able to capture periodical lease increase, gst applicability, penalties, security deposits and late payment interest rates
Should be able to upload lease agreement with versions, if any
Should generate periodical invoices for Lease rental collections along with interest and penalties if any
Should generate invoices with gst number and QR code
Capture Due date of expiry of leases and send sms/email alerts
Capture the expiry date of security deposits and send sms/email alerts
Automatic interest calculations and generate a report
SMS Alerts for important events
Transfer of lease to another party
Track Insurance of properties
Tracking of statutory payments (water, electricity, property, telephones, etc), Fire brigade license
MIS including pending recovery and status of due and not due by year. If dashboard can be given, it will be better
