Build a full filehost service website with free and premium service

Dear Freelancer,

please read this post carefully.
In the past i have faced some issues with freelancers that were offering their services to me through bots.
I will only respond to people that use the word READ in capital letters withing their proposal.

I need someone that builds a filehosting service website such as:

The site should contain a premium section connected with woocommerce, a free to use upload function.
Free downloads should be limited in speed, premium downloads should work in full speed.
