Build a email sending platform for us, similar to Constant Contact, Mailchimp, etc.

We are a digitial marketing company and need the ability to send cold email to purchased lists using our own sending platform. We need someone to help us develop a robust system that would be the equivalent of Constant Contact, Mailchimp, benchmark, moosend, etc. Except we would have to be in charge of the SMTP, IP, VPS, etc. We need to make sure we can send fast (100,000 emails sent in a matter of 30 minutes or less) and we need to make sure we get good delivery (currently averaging 20% open rates on other platforms).
