Build me a earning application

This earning application should profiet both publisher and users. Users will complete various task like survey, cpa offer,offer walls,app install,ads click, watch video etc(if you have more idea you can dm me with that). We will earn when they complete these task also I want to add admob feature. I need a freelancer brother who is expert in this feild. He/she must provide me with some other advice also. The budget is low for now but I will permanently hire that person who is willing to work with us and hire them in the future projects.
