Build me a database program for internal use at a law firm

Relatively simple database of doctors who are QMEs in the California Workers Compensation system (the current State database is online and public). Need to do a web data scrape of their reviews/ratings for internal database. Program will check against three doctors on a list and cross off the lowest rated doctor.
