Build custom in house CRM System

I am looking to get a bespoke CRM system build for my company which would include the below features
- User management, allowing different users to have access to different elements of the CRM
- Call back feature for sales staff to arrange to call customers back
- Allow data upload to the system through excel spreadsheets
- Build customer profile which would include business details, person in the business who they deal with, site address and also gas electricity and water meters.
- allow quotes to be put against each meter and accept those quotes to process a sale.
- Map commission payments for the company and individual employees
- produce management information reports
- track renewal opportunities
