Build a custom CMS interface for an existing MySQL table

We are looking for someone to create a custom CMS frontend and partial backend, conforming to some pretty specific data input needs. It would be fitting into an existing HTML/PHP/MySQL environment using a Bootstrap framework. The tables that this CMS would hook into are already created and populated with data.

Features beyond the scope of a basic CMS required by the project include:

- Certain fields designated “review only,” i.e., the system will not immediately enact the change on the SQL side, but rather compile a CSV or other format file to be sent to Paratext for review.

-Controlled vocabulary for certain fields. Controlled vocabulary populated by additional MySQL tables within the database, with authority key values stored in main table. Certain fields must support multiple selections via checkboxes/dropdown format with an integrated search bar.

-Ability to select particular defined subsets for editing based on a list of criteria.

-Some kind of “version lock” function to prevent two or more editors applying changes to the same set of records at the same time.

-Automated temporary backup system: ability for editors to “undo” changes made to a record in the utility for a short period of time after change made.

The front end of this utility needs to be programmed in HTML/CSS, using the Bootstrap v3.3.6 framework. Server-side, the back end code needs to be in PHP using the PDO structure for calls to and from the database. The database and table are in MySQL.
