Build me a custom Admin Dashboard

I am looking for someone expert who can Build me a User based custom Admin Dashboard. I have some personal requirement. Like:
As a admin I will put 1000 Data. As a user my worker can take 1 by 1 data and work with them. There will be Take and Copy option. Who took which data will be shown. How many Data Worker1 took will be shown as date.Like Today 10 yesterday 20 this week 50. 4-5 type data I have to put. or you can put option like category, sub category. My worker have to select sub category for taking the data. In Dashboard will show information as category. In user panel user can check there old data. An admin can delete or add data both from admin and user panel. but a user cant. Hope you can understand. Need this in Urgent besis.Thank you.
