Build a communications software

Summary of features
• I want to be able to create, schedule and deploy screensavers
• I want to be able to create, schedule and deploy a picture popup on screens of my users computers
• I want to be able to create, schedule and deploy text scrollers (this is a text marquee similar to news tickers you see on News TV stations) either at the top or bottom of the computer screen
• I want to be able to select an image to set as desktop wallpaper for my users

For all these listed above, I want to be able to login to somewhere I can select which of these I want to create, select a group of users from my contact list (contact list will be imported from active directory), schedule when this communication should happen, specify how often it should happen (daily from a start date till an end date, or weekly in a specific day till an end date, etc), and start/ the campaign.
I will like to be able to from a dashboard see reports of number of active campaigns, number of inactive campaigns, number of people each campaign reached, engagement rate, click rate, etc.
I also need an admin account that allows me to setup this software for a new client
