Build an e-commerce website -- 2

I need a website with a landing page that links to a blog (accessible to the public) and gives visitors a link to a membership sign up or login page. For visitors to sign up for membership they need to be from specific post codes. Logged in members then gain access to a members only e-commerce shop.
I am open to any platform that would work with the site.
