Build basic website & implement look-up page for SQL database

Website build + database search page.
Site is live on Wordpress on my own domain and hosting. PHPmyAdmin installed. PHPbb forum installed and live.
Basic requirements :
1. Create basic website framework (no page content required, just a basic design and menus).
2. Create front-end search page for database and display results in table format for desktop and compressed format for mobile devices.
3. Create static pages via a calendar showing a list of each day's database updates.
4. Create back-end database editor on private page (only 1 user/admin).
5. Create private page for admin to reference a separate database via a search box.
6. Be fluent communicating in the English language and have a clear understanding of the exact requirements.

Preference given to anyone who can offer a demonstration of a working back-end in-line database editor.
Deadline: flexible - preferably within 2 weeks.
