Build me an app and a website for Offline/online teaching

Need to build a native app(in kotlin) and also the website for hosting online /offline teaching application. Website to be used only for advertisement and buying options. Videos can be accessed only through mobile app.

Need to have basic features required to run the teaching platform.
User management and course or subject management.
